The CFED was created by the Legislature in 2006, replacing the VT Economic Progress Council, which had responsibility for long-term economic development planning. CFED has 12 voting members: 6 appointed by the Governor, 2 elected officials, 2 others appointed by the Speaker & Pro Tem, plus a labor rep (vacant) and a non-profit rep (both appointed by outside groups) CFED is supposed to seek input from a broad range of experts and promote "broad public engagement". The CFED was supposed to present a 5 yr plan to the Legislature in Sept. of 2007 (still waiting); it has spent almost $200,000 and is staffed by the Snelling Center.
