Article 5 - Proposed Charter Change-Majority Vote Required for Election of Mayor Article 6 - Proposed Charter Change - City Council Rules, Valid Majority Article 7 - Proposed Charter Change - Composition of Board of Finance. Burlington Electric Department Manager Barbara Grimes and Commissioner Paul Hines, explain item # 3 'Approval of one year increase in authority to issue general obligation bonds for capital improvements by Burlington Electric Department', and item # 4 'Approval of revenue supported general obligation bond for Burlington Electric Department for purchase of additional equity in Vermont Transco, LLC and investment in Smart Grid'.

Neighborhood Planning Assemblies (NPAs) are grassroots, neighborhood organizations that were established in each of Burlington's seven Wards to empower citizen participation in City government. Working as neighborhood advocacy groups, Neighborhood Planning Assemblies facilitate communication between the citizens of Burlington and city government through regular meetings scheduled in each Ward. Wards 4 & 7 meet the third Tuesday of the month. Meeting place: Robert E. Miller Community Center 130 Gosse Court.
