'Shall up to Eight Hundred Thousand Dollars of the Six Million Nine Hundred Tousand Dollars in general obligation bonds of the Town of Essex, issues for the purpose of purchasing land and construction a new police facility, be repurposed and used instead to upgrade the Town offices at 81 Main Street?'
