Grounded in grassroots efforts and community connectedness where children are recognized as a product of family, local culture and the larger society. The focus is on changing the environment, not blaming, judging or "just say no" programs. This program has shown proven success around the world. Can it work in Vermont? If yes, can Vermont muster the will to implement a similar program?
